Whatever "mandates" trickle down here from the decisions of the big powers of the world, we generally try to abide by them as best we can, even if we are getting screwed over and it's not because we believe in them, it's because we don't want American warships in our waters.
If you wound the clock back a couple hundreds years it was the same thing only different powers. England, France, Spain, Portugal. "Americans" didn't even have a wheel yet.
