[VB6] Wheel Color Picker

On Win10 32 bit wondows, the clicki on slider is very slow to response or no effect as Krool's report.
On Win10 64 bit, it is OK.

OK now.
A bit weird for me is that call MouseMove in MouseDown. I never used such logic before.
