Not true, and you wouldn't want it to be. Imagine a penny you can only flip twice. Once you get heads and tails then it refuses to flip ever again? Besides, even if that worked it wouldn't be random at all. Same for a 6-sided die, or anything else.
I think you are after a "shuffle and deal" algorithm or something. This isn't it.
