Resolved [RESOLVED] Personalize desktop in Windows 7

In my home desktop pc if you right click on the desktop the menu has the 'personalize' option at the bottom. However, it's not there in my daughter's 10" screen Netbook. I wonder if it's just a configuration issue or it's because they are different versions.

Is it home edition ? It seems it does not have personalization: http://support.microsoft.com/kb/2005592

Don't be confused when Michael says "home edition" it's the Home Basic addition that does not have theme support, however the Home Premium addition does have it.
Currently using VS 2015 Enterprise on Win10 Enterprise x64.

All right, it is clear that it's an edition related feature. Thanks to both of you guys.
