    If you want, you can go to some institutions, which will teach you...
    Or if, you want to learn it by yourself, then try buying a book and start learning...

    You can find lots of websites which offer tutorials and online learning for vb...

    I second VB.NET and I also suggest to download the express edition and just play whit it!
