Is it possible?
To get into Win 98, either enter the password, or press cancel.
Can I disable someone pressing cancel so that he HAS to enter the password? (No, installing another OS is NOT an option )

Play on www.regedit.com - if I remember correctly, there's a registry setting somewhere that does that

Poledit.exe also has a template for doing this too. Instead of creating a user or computer policy, select OPEN REGISTRY. The option is in there under one of the restriction categories.

When the computer is booting go into the setup and set a password. Then it won't boot without the password.

You can use the policy editor or there are instructions on this page.
