I think your off the mark here. These are not innocent fisherman. Most aren't cartel but just trying to make some money. All investigations have found the boats to be carrying drugs. The boats aren't heading to the US or Europe, more likely to a nearby Caribbean island, they're just part of the supply chain. From there most of these drugs are headed to Europe. Most of the drugs coming into the US are coming in through Mexico.
