This is itags.org and not MSDN.
We've addressed stealing our posts with them in the past. I need to get back with our legal team and see if they can follow up again. The itags.org steals posts from other sites. They are totally violating copyright and other legal issues.

I'll assume you are saying this seriously.
It has MSDN as a subdomain below itags.org. Anyone owning any domain name can create subdomains. I could create MSDN.VBForums.com. The main domain is still VBForums. MSDN would be (in very simple terms) just a section of VBForums and not MSDN.
This is what Phishers do. The create subdomains like PayPal.bogus.com. You see PayPal and figure it is real, but he real domain is "bogus".
In summary.... not only is iTags.org still stealing our content, but they are also misrepresenting themselves by using the MSDN name, which Microsoft likely wouldn't be very appreciative of..... 
I've touched base with our legal group again. The site is in China, so that makes it a lot harder to address these issues.

I've seen many sites and forums like that who steal data from vbforums and other sites. I really nver cared. But now since you have pointed out that it is a copyright issue, I'll keep a watch on the ones I stumble upon and report here.

No. I think what they are doing is perfectly legal. They index the resource for search and when someone wants to view, they redirect to original site (vbforums in this case).

I agree that the second is a little more on the legitimate side, but could start pushing it if they take too much content even at the excerpt level. Right now, they are not doing complete copying and they are linking back to the full copy. That is closer to "fair use".
