.inf files can be used to do this. You can probably find one on a CD or I could send you this prank program that does it. When you try to open C:\, you can have a custom message box come up saying something you want.

Try http://www.pc-magic.com and download Magic Folders.
If you have PGP (http://www.pgp.com/) you can just encrypt the files you want to hide.
I'm not sure if PGP is still free or not, the version I have is.
If you are running Windows 2000 and are using the NTFS (New Technology File System) then you are able to password and even encrypt files and folders.
