The dialog that is displayed when you are not logged in or when a normal user tries to to perform admin functions is as follows and could use some improvement.
    2. You do not have permission to access the page that you were trying to. Are you trying to edit someone else's post or trying to access administrative features? Check that you are allowed to perform this action in the Forum Rules.
    3. If you are trying to post, to administrator may have disable your account, or it may be awaiting moderation.
    I'd suggest the following
    2. You do not have permission to access the previous page. You may be trying to edit someone else's post or to perform administrative features. Check the Forum Rules for the functions you are allowed to perform.
    3. If you are trying to post, the administrator may have disabled your account, or it may be awaiting moderation.
I'd also change the word "moderation" but I don't know what it means in the context of the dialog.

It should also state that one might not be logged in yet and thus one should login.

    It already does:

You are not logged in. Fill in the form at the bottom of this page and try again.
