which is better packaging wizard

Well, I use VB package and deployment wizard. I think its reliable but I cant create option for desktop shortcut and start menu uninstaller. Now which packaging software is the best, considering both reliability and option?

I don't think this thread belongs here but anyway...
P&DW never failed me, besides it comes with the source so you can modify to extend its functionality. I did so can anybody who believs he/she is a programmer.
Having said that P&DW maybe not the best all arround but it did serve the purpose for me 200%.
