well that would depend on what you want it to do, now wouldn't it~!

Pick one. The engine for each will be different.

It's always wise to program an engine yourself. That way, you know what you've done. Though, it's often wise to look at others engines, but just for reference and pherhaps guiding. To pick up ideas that others have used. Expand your knowledge, in other words.

I see...what are you planning to make? Will you use DirectDraw? What sort of game do you want to make? Minesweeper? Or pherhaps Warcraft 4?

As it is today, vb apps are fairly easy to create, of course depending on what you're making, but usually, they are quite easy. Games, though are a lot more complicated. Not just because of the visual challenge uptodate computergames gives, but also stuff like AI, Sound(game-music), Art, etc. All elements need to be applied and it might seem hopeless.

If you want to make a first-person game, I sugest you get into DX8. But if you're a mediocre application-programmer, learning DirectX is quite difficult. If not, you could create some sort of tilebased game. Make a huge array of image controls and use another image control to move around on top of it. Just to get an idea of what it is all about.

D3D gives you free rotation when you use it for 2D applications (like pong). DDraw supports sprite rotatoin, but it is hardware dependant, and you will be VERY hard pressed to find hardware that supports it.

make a game with windows API before you get into DX. It'll confuse you enough, so you might want to have some practice with simpler stuff first
