Stuck in the 80s
K-Mart has voice recorders on sale this week, $19.99. Maybe you could get a paint marker and write PHP on it?

I would think you could save the voice as a .wav in a blob field in a database.

Good idea. So if he ever does find out how to record his voice in PHP, he now knows where to store it.
