External "Resource" files

I've seen lots of programs use what seems to be an external resource file. It contains data for the program, like text and images, much like a standard resource file, but it isn't compiled into the exe file. The program just accesses the file and gets what it needs from it. Any idea how to do this?

You can use ini files to store application data. Check out this link for how to do this.

Although it's somewhat improper, you can create a DLL for this, i.e: In the DLL, include a RES file that contains the strings, pictures, sounds and videos.

INI files really shouldn't be used for storing data. They're more for keeping initialization information, like window location and size.
