Do you have a Win98 startup disk available - boot off of that, it has generic cd rom drivers, then run setup off the cd - you might need to fdisk and make a C: first - I can't remember, I don't use 9x that much anymore.

Get these: Mozilla Opera OpenBSD
I have books for sale: "MCSD in a Nutshell" and "VB Distributed Exam Cram" - PM me for details. Will also trade for a decent ATX Pentium 2 MB/CPU/RAM combo.

goto bootdisk.com and then get the win98 startup disk, then boot from the floppy then install from the CD

format trouble
You thought you had trouble before getting help?
A friend of mine formatted his laptop with swappable cd/stiffy. Boot from stiffy, and cd isn't read as present (not hot-swappable), and his bios doesn't have boot from cd. Man did I have tough time helping him!!
