Actually, I always thought of the GUI as the "fun" part of developing an app. But I know where you're coming from, and I've completely redesigned many a GUI (and it can be time-consuming, modifying all the TabIndexes, etc.)
What may help is if you sketch out your GUI design on paper first, before jumping into VB.
Just my $0.02.

What I've learned to do is make the GUI first.
(Sketching it out out on a piece of paper like BruceG helps)
Then I make the app round the GUI.
It sounds weird but I find it saves time.

Yeah I've done all of that too! 
But then I come up with new ideas and "better" ways of designing the GUI that all of a sudden it's nowhere near what I had imagined!
Then the FLOW of the GUI is distorted! And I can hardly see my monitor for all of the crumpled up balls of paper piling up around me!
