The Video Card is not overclocked. And there are those 2 fans so I doubt its getting hot. It was not getting hot in my other computer. And it only had the PS fan and the CPU Fan.) and possibly the integrated sound?
I doubt it's IRQ related but if we can get those out we can narrow down the issue.
