The Video Card is not overclocked. And there are those 2 fans so I doubt its getting hot. It was not getting hot in my other computer. And it only had the PS fan and the CPU Fan.
Try disabling the NIC (or rather, just remove it ) and possibly the integrated sound?

I doubt it's IRQ related but if we can get those out we can narrow down the issue.

I know you're running Windows 2000 but if you were running XP I would note the AC97 audio problems with Windows XP.
