Try to boot from a DOS disk and see if you still have the problem. When you get to the A: prompt try the keys that didn't work, including the ~ "tilda". If it works you will need to check your system start up files i.e. (AUTOEXEC.BAT & CONFIG.SYS) to see where your keys are being remapped.
