In explorer f.i. you have a listview next to a treeview... The small part between the to controls can be dragged to the left or right.. this influences the width of both controls...

How do I go about making that

The easiest way to do that is:

Select New Project from the File menu. Then select VB Application Wizard. When you get to the part when it asks you What type of interface would you like for your application?, select Explorer Style. Click on Finish. Run your project and you will notice the resize between those TreeView and ListView.
