setup.lst is a file generated by the PDW when you make a setup package that has all the info about where your app is going to be installed and what files to register with the system.. there are 3 files (by default) that get created using the PDW that you need to install the app... the cab file which is a zip file of all the included files. (your exe.. dlls... runtimes...) the setup.exe which is the actual executable.. and the setup.lst. I don't know why it would not create it for you.. do you get that error while you are using the PDW? Microsoft also released visual studio installer which is free from their site.. it is better to use and uses the microsoft installer (msi files) to install your app..
