Locating an actual MPEG Layer III Audio specification

I've only found bits and pieces over the 'net... What I'm asking, free or not, is there a real MP3 specification that has all the algorithms and information needed to make an ISO-compliant decoder?

If im not mistaken, the mp3 compression technology is patented, by a company with a german sounding name that starts with F (dont remember the name =). If you do a search on yahoo, you should be able to find some info on it.

It's not really a company, it's a scientific institute. Now they try to make up their costs.
