Depends which country you are in...
But at the very least I think you have to register with the government that you are a business so that you can pay them tax on every last cent you earn and sales taxes / vats on every last part you sell.

If you're in the US ther should be a small business bureau in your area that you can contact for help, and sometimes even a little funding hehehe

This is not really necessary but I would think that you could set up an office somewhere where people can see that you are a real business. I always feel uneasy when buying things in the newpaper. They always seem to, antique and not-wanted.

I don't think many banner ads look too professional.

Banner ads would be silly. Your target market isn't there =) they already have computers, silly.
What you should look at instead, is perhaps going to schools and working with them. I know they love getting cheap technology that's a bit outdated (my school anyway).
It sounds like what you want to do is make a one-man Gateway, and that'll be tough, considering they buy in bulk, and don't have to inflate costs too much to gain enormous profit because of sheer volume. It'll be very difficult to find people that want second-rate computers (and I say second-rate because the cheap parts you want aren't the newest technology, and advertising in the newspaper means in my city "I'm trying to get rid of this, so call me, we'll haggle the price, and I'll sell it for a quarter of its original price."
I'm sorry to be so pessimistic...

My friend started a business like that, and his store became bigger, and he is kinda rich right now, but he was very active, working for 65 hours a day, I think he did the right thing, any way wish you the best of luck.
