.Net My Services

This might be a dumb question but can someone explain to a .Net sub-newbie the pricing structure for .Net.

I found this which look daunting

. . . for entry-level, small-scale applications, Microsoft will charge developers $1,000 a year for access to .Net My Services and $250 per application they create.
For standard use, which Microsoft expects will involve the majority of users, Microsoft will charge $10,000 per year for using .Net My Services and $1,500 per application.
The company will also offer a third level of custom pricing for customers who have higher-end, or more custom, needs.
"For people who are doing serious business with this--companies using it for mission-critical needs and need a higher degree of quick support turnaround--we will have custom pricing,"

This is not the pricing for Visual Studio.Net but rather web services that Microsoft will supply.
Like Passport.Net and HailStorm services.

I don't have that much information about MS Passport except that every one using Hotmail has his or her own Passport.
It's simply a way of verifing a user logon. Which MS will provide as a service for you and me to use (for a cost of course).
