How I building a Splash from in VB¨sp3 ?

If you mean a splash screen, simply make a form with a timer, and when the has estimated, have it to show another form!
Ex.

Private Sub Form_Load()
    PauseTime = 5 ' The Timer interval
    Start = Timer ' Start timer
    Do While Timer < Start + PauseTime
       DoEvents
    Loop
    Finish = Timer
    TotalTime = Finish - Start
    Unload Me
    Form2.Show ' Shows the other form!
End Sub

Remember toset your ControlBox property to False and your Caption to "" so that your Title Bar will disappear.
