Changing Date Format Programmatically

hi ,
is it possible 2 change the date format in Settings => Control Panel => International => Date where we can change the date format i.e. from dd/MM/yyyy to anyother form is it possible thru WinAPI. if yes then how could u give the code.

I have an file which might help. I have never tested it, so I am not sure if it will work. Its most probably from www.thescarms.com
