    i want to create a program that it the local machine knows when e-mails arrive .the program will be able to read the subject of the e-mail and its description.also the program will be able to send back to the sender a response to his e-mail.
    i dont know where to start or which components to use.

    You can do it without components! Take a look at RFC1939 for the POP protocol.
