Not VB related but...
Hi,
Does anyone here have his website with Fortunecity.Com?
Anyway,
I wanted to create a mailing list but I don't know where is my writeable directory to put mail.cgi.
When I do the ACTION it says that I'm not allowed to write on it.
Anyone?

And remember to FTP it (if that's what you're going to do) with the correct properties set (CHMOD)

That's it...
It's saying that I'm not allowed to do the chmod command.
How can I do it?

You don't have access!
I could be wrong, but fortune city is a free webhosting site right? Even on some of the hosting sites you pay for (and almost always on free hosting sites), they don't allow you to have access to the CGI bin. This is for security reasons I believe. You have to have permission to access the CGI bin on their server. I know this because I knew a guy who used to have his own hosting service. Hope this helps you understand why you can't do that! I know more about the Net than VB, but I'm learning!

Tripod has CGI-Bin and I had no troubles uploading and CHMODing with CuteFTP.
