MSB4181 "task" returned false but did not log an error

Hi admin

i upgraded windows10 to 11 and the visuel studio 2017 to 2019 and when i execute the application that i created it return this error
MSB4181: task "task" returned false but did not log an error
in 2017 it work perfectly and i can't know where is the source of this error i want to delete it
and when i click run this error i get "Erreur la tâche "ResolveComReference" a retourné false mais n'a pas journalisé d'erreur. ApproV2.0 "
my thaught is the win 11 is the original of this error i think i will reinstall win 10 if so please confirm to me that is the win 11 or the .net framework ???
please how i fix it

To resolve the issue, install the Developer Pack (SDK/Targeting Pack)

If appropriate, looks like you are targeting .NET Framework 3.5 but trying to use .NET Core 6
