Or your government can decided that Fly Scholl are only for USA citizens,,,,,,And maybe technical school (i remember few years ago a engineering student design A NuKE ....) then forbid the university to.....
The problem is globalization.
You can't control ALL the people in a multiracial and free countries......

The only way is maintain peace aboard. and welfare for all word citizen, and that USA citizen work for that and partecipate more active in your governament.....especialy in aboard politic.
