well, it is expected that he will discuss possibly the retaliation, and will say a lot about how our country is here to help those mourning. The general mood will probably be in mourning though.
Government is another way to say better…than…you.

After looking at other leaders giving speeches, they all seem to want to avoid the subject of retaliation and who dun it. When asked a question, they just use a variation of the sentence, "Only time shall tell."
