How come some posts have a star rating and some don't?

It depends whether someone has rated the thread or not. If no one has rated the thread then there are no stars

Who rates the threads?
Can anyone do it?

Yes. But I find it extremely irritating when people rate either one star or five just because either they participated or that they can. If you rate a thread, please do so honestly.

Your irritation only provokes more of it. Personally, ive never rated a thread, and i've never really regarged a thread's rating. Let'em abuse it all they want.
