The difference is
Basica was the first basic language, and QBasic was microsofts version of it, and QBasic came much later.

I have 4.5. Is it illegal for someone to give me version 7.1? i'd really like to have a look at it. If it's not illegal than could someone please put it up for me to download?

You sure it's not illegal? Thier copright has probably expired by now even if it was right?
