Russia has no need to visit my sites yet they are the 2nd most to visit., thus i am getting spam emails.

I have searched and some say to block an ip range, they also say Russia's range is 217 but all the visits i am getting from Russia has no ip range at 217.

Can a bot be placed in html code or something to stop certain countries from visiting a html web site?
