Hunter,
As fliburt says, you can turn off the signatures in your user CP area - there's an option for it. Quite why we have not implemented signature limits before now in vBulletin escapes me, but I'm sure that there's a good reason (just can't think of it right now!).
The IM links are useful to allow people to contact each other easily - and they only appear in the user's profile, not all over the board.
If you do have any specific suggestions, please do let me know.

John, you didn't implement sig limits so that I could post that 300K colour ASCII picture of my grinning mug as my signature (I bet that annoyed a few people, although I dropped it after about a minute). 
And Hunter - check out the forums at www.vbulletin.com for lots of useful info. And surprisingly enough, John's over there as well...
