You can do a search on this forum and you will find several comments/hints on it.
And, as Passel says, Yes.

The install may seem to 'hang' near the end of the process (I have installed it on two 8.1 machines and the same thing happened). If so, simply reboot your computer, it should be installed with no problems.

But again, look for hints and suggestions on this forum if you have further issues/questions.

@gibra: Needed this to get my VB6 into my new NB, signed up so I could download 4.0 of your tool but got a zip package that was broken and when I trid to download from same url again I just get a "The connection was reset" error. Eventually realized it was Avast that played middle man and blocked part of the request due to seeing "Malware". Must say I start to loose my patient with Avast... was so good once... Leave my post here in case someone else get into the same.

of course isn't a problem of my web site, otherwise they would not have 36,953 downloads.
I use KIS 2015 (Kaspersky) with no problem.
Try to disable your antivirus, first.
