Apart from Paint Shop Pro what's the best shareware/freeware program for resizing images?

Word. Insert the image, resize it, take a screenshot, and crop it in Paint.
Or search http://download.cnet.com .

Ever since you downloaded it.

Photoshop BiCubic resize.
Although PSP probably has the same algorithm...
