Google spread sheet manipulation

So let me start by saying im not trying to get anyone to do this for me. Im just not sure where to start and would appreciate if anyone can point out something like hey try this api example - list it here. Or If I were you do a search for this or heres a link to what your looking for. I want to learn while doing this. I dont expect it handed to me.

So the reason for this I do some freelancing and my client requires i keep a spreadsheet on google drive, it has info on like how much money i am using on supplies, my amount of money for current project and updates to what im working on.

I would like to make a win desktop app that stays on top like stayontop.me and will edit the spread sheet on google drive. Something along those lines. Im using vs express 2012 Im looking at some google api i found in c, but im a begginer to this and can barely remember vb.net syntax at the moment. Hoping to improve that.

Please if you dont have time or feel like it would burden you to post help here, dont. Anyone that has a similar idea they need help with please post it here, but dont ask for someone to just write the program for you.
