I think you lost workgroup file System.mdw or you have not correct value in registry.
1. Check this file in win\system32.
2. Check value SystemDB
\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\8.0\Access\Jet\3.5\Engines
