Why does it only sometimes say "Last edited by..." below a post when I edit it and not all the time?

I think the "last edited by..." stuff only gets added if it's been a while between the time you originally posted it and thime you're editing it.

There's an option on vBulletin to only display "Edited by ..." when it has been edited only after a certain number of minutes. I think John has it set to somewhere around 2(the default for vBulletin).
