who can close threads? Only moderators? or can the person who initiated the thread close it?

Only moderators can close and delete threads.
If you want a thread closed or deleted, just click "Report this post to a moderator" and one of them will most likely, be glad to delete it for you.
If they do, they'll send you a private message confirming the delete, I think.

I was just curious. I tried to reply to a thread that was closed. Just a normal VB topic, nothing offensive. Maybe the closure was an accident?

you can still close a thread but you can't seem to re-open it 
I just closed one to test it but I didn't really want it closed...
