how could i make a builder that converts files into exe installer

ok im trying to make a application that you can add a folder and the contents in that folder gets added to vb project and when you push build it converts all the files to be in a exe and makes a installer with a output folder to here

C:\Users\username\AppData\Local\Activision\CoDWaW\mods
