I have two PCs with sound cards. I don't know the brand names so I can only describe by i/o ports.
One has three i/o ports colors are as pictured and the other sound card has same plus one which is gray

So like if I have a player of some sort, like a record player, tape player, or other device and as long as the device has an audio out then I can plug it into the line in port and hear the music?
I plugged my mic into the pink port and using a software sound recorder I spoke into the mic. The app indicates it is recording and saves the file. Then I can click on play to play back the file but all I get is what sounds like static; no voice what-so-ever. Could the problem be the mic, the software app, or my sound card?

Open control panel> Sound applet i think it will help you to diagnostic the problem.
Yes it did. I have two sound adapters installed (I had forgotton that). One is AVerMedia which is a video capturing card I used a few years ago to capture video off the TV with sound. The other is a Creative Sound Blaster PCI card. I had the voice record set to AVerMedia and Voice Playback set to Creative Sound Blaster. When I tested using the control panel's Sound and Audio Devices it didn't work. I then changed the record to also be set to Creative Sound Blaster then ran the test again. This time I could hear my voice on playback so this tells me my hardware is functioning correctly. Then I tried the sound recording app I downloaded again. It still plays back static.

By static I mean instead of hearing my voice play back I hear what sounds like a hissing type sound or noise I guess but no voice. My mic is in the pink i/o port on the Creative Sound Blaster card. During the Windows test it echoed back my voice as I spoke but the app records your voice first then creates a file then you have to click on the file from a list on the GUI to hear what you recorded. I even tried the line input but same thing.

OK, got the app to work - appearently I had some incorrect settings. I found Windows voice recorder and it worked.
Now I just have to learn how to write my own application for voice recording for my voice chat application I'm working on.

clarifying some misinformation here: line-in is for inputs that have power on them. Pre-amped in other words. Mic input supplies its own power.
and the mic input is much higher gain. you can plug a pre-amped source into the mic-in and you "probably" won't damage anything but the soundcard expects that input to be much lower gain so you will get distortion.
