[help] Webcam Protection

I am working on a security related project, In which I want to secure un-authorized access of Microphone & Webcam of my laptop.

I want to know if there is any API or something, which can tell if the webcam is accessing by another process or not. I am using VB.6.0. I hope you should know about such API which can be used to get webcam & microphone status.

This looks like yet another "I am bored so I want to make a program I can stick on peoples' PCs to mess them up" thread.

It might be interesting to hear of a single legitimate use for this though.

Sorry but whats the problem with my thread?
I'v just given a short information about what I am making and why do i need to ask here.
I just want to know how to get the status of a webcam problematically ..
