Windows phone C#
Can u build windows phone 8 apps using Visual express for windows phone 2010

XNA apps will still work on Windows Phone 8 but I'm not sure about Silverlight. If you want to build Metro (yeah, I said it) apps then you'll need VS 2012. I think that you need VS Express for Windows 8 to build Metro apps though, which I think only runs on Windows 8. I'm afraid that I can't be more definitive as I haven't read anything more definitive and I haven't tried for myself yet.

WP8 is backward compatible, so all apps created for WP7 will run on WP8, so you can create apps for WP8 using VS2010
