Does Windows Restore point recovers the deleted data.
Hi. Lets suppose if i deleted a folder or anything from my pc mistakenly, so can i recover it, if i restore my windows to back date.

No, only the system changes. Example, changes to the registry. After doing a system restore you receive a message saying you files/folder were not affected thus the folder will still be deleted. However, you can create backups of data in Windows and those can be restored.

If you had those files on the desktop or documents I think it can be recovered.

In the control panel under "System and Security" there should be a feature called "Backup and Restore".

depending on your version of windows vista/7, backups of your documents can be stored in the system restore files. If you aren't running ultimate you don't have access to them without additional software however, and even with ultimate, if the file is actually gone you can still use that tool. However this is exactly why your computer has a recycle bin. It keeps deleted files in there and if you configure recycle bin properly you won't ever need to empty it since it will automatically delete the oldest files as needed.
as a final choice, you can check out some free tools such as ntfs undelete which may be able to recover something directly from the file system.

these options are not here with me. But i have Control Panel\All Control Panel Items\Backup and Restore and then Create system image or system repair disc, this option only makes system image, not he entire backup of my complete system, along all partitions. I want a full fledge backup of my all partitions, along with full data.

That's odd! I see the items you mention in post #7 on the left hand and on the right there are backup and restore options under the heading "Back up or restore your files". The article here should help you figure out what I am referring to.

they should be there. You are overlooking them somehow. I just did a full partition backup of a win 7 system when i put a bigger hard drive in it. Make sure you are looking at the options on the side panel as well. That is where the option is.

i think it will only restore the files that was on the desktop and documents and all the backup settings you had
