Im Using This Code To Convert Image To Icon , But The Icon File Quality Is Bad, How I Can Increase Its Quality

How big was the original file? You are shrinking it down to 32x32 pixels. That's going to lose a LOT of resolution, and there's nothing that you can really do about that. Making a useful icon at that tiny size is an art unto itself. As a general rule, I don't think that normal bitmaps will make anything other than a muddy mess. You have to increase contrast, emphasize elements, entirely remove anything that isn't essential, and so forth.

change it to a higher amount of pixels that will make it look better. example 64x64 is also a icon size.
