    I got this info from one of my support tickets opened recently. I thought I should share it with others too.

    The limit for receiving payments was 500$/transaction. Now it's been hiked to 3000$ !
    But we still have the problem with sending payments ! We have to add a Credit Card inorder to send/make payments !! I have tried three banks Debit Cards, but they were not accepted.

    I'm not capable of getting a CreditCard and paying huge annual fee for it.

    They are unregulated thieves; although if you are in Europe they have been forced to register as a bank so UK people get the benefit of complaining to the FSA.

    There's also "moneybookers", they aren't as widely accepted as a payment method but you can receive payments through them (not sure about India though). There's also ePassporte which can issue you a debit card so you can draw your money from any ATM.

    Got a reply from PayPal, regarding the problem with adding Debit Card(my UCO Bank International Debit Card):

    Dear Akhilesh B Chandran,

    Hi, my name is Shayne from PayPal Customer Service.

    Thank you for taking the time to write us and we apologize for the delay in responding to your email.

    You're getting the error message while trying to confirm your card ending in xx09 because were not able to charge your card $1.95 USD. If we won't be able to charge your card $1.95 USD, we cannot generate a PayPal code that will be used complete the confirmation of your cards.

    In as much as we want to confirm your card, if your card issuer doesn’t authorize the $1.95 USD charge and you try to confirm the card with your PayPal account, the card will be declined. Since PayPal is relying on the response of your card issuer, we would not be able to override what their system is giving to us.

    In line with this, I highly suggest that you contact your card issuer and speak with someone who works with online transactions to get to the bottom of this, as I don't have visibility into the details of the denial; only your card issuer can authorize the card for us to proceed with confirmation of your card. After clarifying the issue with your bank, try to initiate the link and confirm process again.

    We appreciate your patience and thank you for your help in making PayPal the safer and trusted online payment solution.

    Something like this happened to me (and is happening to me) and I haven't talked to my bank (Barclays).
    I had debit card / bank account registered but since I've changed some bank information the bank has somehow invalidated the Paypal link and now Paypal can't verify my account. They also advised me to clarify with my bank, I'll probably cross that bridge when I need to as I've been putting it off for a very long time now :P

    I'm thinking about creating an account with some other bank.
    I've mailed to a branch manager of IDBI bank regarding this and I'm waiting for his response.

    Most credit cards today are free, so unless you are a minor, you should have no problem getting one from your nationalized / private bank.

    Depends on where you live. I pay $25 per year for mine. A debit card though. Never had a credit card, don't like to spend money I don't have.

    Annual charges for plastic are a thing of past in India. Haven't seen any cards (credit/debit) charging me the annual fees for around ten years now.

    Most credit cards and debit cards are free as long as you don't make the mistake of not paying the full bill when it comes then you'll be hit with really high interest rates like close to 18-20%.

    But my UCO Bank debit card charges a 100 INR yearly ! So, I was thinking that Credit Cards would be charged several times than this.

    Will try to do a chit-chat with the local branches of popular banks.

    Time to change your bank. Close that account and open an account with a nationalized bank. You get free ATM/Debit card. I suspect even UCO bank offers the same to its new customers. You may be an old customer who hasn't bothered to check the current market practices.

    Yeah, I think, I'm a 3+ year old customer. When I opened my account, the minimum balance that I have to keep was 500 INR. Later they changed their policy and increased minimum balance to 1000 INR and they didn't tried informing to the customers(I didn't got any notice from them). I didn't noticed this until I saw a difference in my account balance (from ATM statements), ie. they deduced some fee for not keeping the 1000 INR.

    But I heard that IDBI Bank is giving many benefits to it's customers.
    To create a SB in IDBI, 5000 INR needs to be payed for the first time. They will give free net banking, free ATM *** Debit card, 0 balance account and unlimited ATM usage in all ATMS(even in other bank's ATMs too). And the best part is, we could withdraw that 5000 INR that we have paid at the initial stage, after obtaining the Debit card and the pin numbers.

    Isn't it a private bank ?

    IDBI isn't a private bank. It's the Industrial Development Bank of India. It was set up to extend loans to the industrial units for their capex.

    That can't happen witha debit card. You can only spend as much as you have in your account. Plus, you earn interest on the money in the account.

    After reading that, I did a google search and found this:

    This seems to be the reason !!! Paypal site isn't a verified one by Visa/Master Secure

    If Paypal took the liberty to do this, we could be able to use our Debit Cards to make payments !!!

    I don't understand how that is a problem due to PayPal and not your banks. How does the rest of the world use it then, where Visa and Master card are the most common?

    hmm.. yeah.. Then how would these Credit Cards get accepted by PayPal ? They are also Visa/MaterCard !

    For some reason banks in India are blocking charges made by PayPal. I don't know why, but that method of verification is pretty standard and used by many services.

    Yeah...

    Now I'm getting really crazy. Again problems with paypal !!!
    Spent the whole day (yesterday) to resolve it. They told me that it would be cleared soon and I have to submit my id card and other details at the same time.
