VB Audio manager

im new to the scene. i have looked for hours on an fm tuner and any kind of hack to turn my mp3 to an fm tuner since it has one built in. well i have given up and decided to go to programming. im looking to create and audio manager. basically it will feature a wave peak analizer, play/pause buttons, and the ability to export to mp3 using the lame mp3 dll. what is its purpose? to intake the line in audio from my audio jack and play it to my speakers. nothing else other than that. well maby my microphone imput but thats all besides sporting the other features. the only problem is i have nothing to go on. im learning the basics of vb, and could use a source code or pointing to the right direction.

Edit: ok so to be clear on what im trying to do:
it will have a wave peak analyzer
all the play pause does is allow the system to output line in/microphone sound to speakers or mute it
volume control
ability to record the input as wav or mp3 audio files (maby even include a function to where you control how long it records or what time to start/stop recording)
a visual player like wmp has <future possibility?>
all in all a very simple eye candy structured interface to do a very simple task. this is more of a coding to learn. it isnt going to be an easy project, but it shouldnt be difficult either.
