Which is more advanced / has more features in coding - VB6 or Borland Delphi 5?

I don't know much about Delphi but I've heard it doen't require any runtime file.

Well Delphi/Pascal has always been thought of as a superior product, but the gap has narrowed over time. With VB Net it may even overtake Delphi.
Main point is to delvelop with Delphi you need to code in Pascal and it has been decreasing in popularity over time where as VB is going from strength to strength.
If you have already invested lots of time with VB, consider investing your time in learning VB Net in lieu of Pascal.

If that is all you want to do, I suggest reading up on active x exes.
