is this something that can have the default value tweaked? Some forums such as "code it better" or the contest forum receive postings so infrequently that a casual visitor won't see any threads at all because they will be older than 30 days.

You have several choices in User CP to change the cutoff for the displaying of threads all the way up to "Display All Threads?. It does however apply to all forums.
